Accessibility statement for The Surrey Lieutenancy

This website is run by The Surrey Lieutenancy. We are committed to providing an accessible website that is easy to use by anyone, whatever their age, background, access device or level of ability/disability.

For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
  • We’ve also made the website text as simple as possible to understand.

We have designed this website with features that make it easier to use by everyone, including those with visual, auditory, physical, speech, cognitive, or neurological disabilities. We aim to reach the level “AA” of the Web Content Accessibility Guidelines (WCAG). These are the international standard for accessible websites and content.

How accessible is this website?

We know some parts of this website are not fully accessible and these include:

Most older PDF documents are not fully accessible to screen reader software
Some external videos do not have captions
We are currently reviewing the site and will publish further issues as identified.

The links on the map within News in your Area is not accessible, however, we have put an access point on the page so screen readers can tab through to the section where all the new stories are available to view.

We will continue to work to ensure that all of our website functions work well when used with access devices such as screen readers, braille readers, smart phones and other devices.

Reporting accessibility problems with this website

Whilst all aspects of this website have been carefully designed to comply with international accessibility guidelines, there are many people that maintain pages on the website, so there may be some elements that do not conform to all the guidelines. This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non compliance with the accessibility regulations

Video controls do not have enough contrast. This fails WCAG 2.1 level AA success criterion 1.4.11 (non-text contrast). This is an issue with the YouTube video player and not within our control.

We have made every attempt to resolve as many non compliance issues as possible, if however, some of our visitors do experience any issues, please notify Mrs Caroline Breckell via email: caroline.breckell@surreycc.gov.uk and the web team shall review.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents
Many of our older PDFs and Word documents do not meet accessibility standards – for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards from August 2020.

Live video
The Surrey Lieutenancy does not produce or publish Live video, this section is not applicable.

How we tested this website

We are currently undertaking an accessibility review combining a manual test of a sample of pages, as well as using Wave Accessibility Checker for automated testing of the full website.

We are developing an accessibility roadmap based on the outcome of our accessibility compliance review and this will show how and when we plan to improve accessibility on this website.
